説明 | CLAY NATIONAL GUARD CENTER, Marietta, Ga., Dec. 19, 2012 – Georgia Army Guard command sergeants major and sergeants major from across the state gathered here at Joint Force Headquarters to witness the approval of amended bylaws by two of the Georgia Guard’s most senior leaders.Pictured here, membership of the Georgia Army Guard E9 Association watch Maj. Gen. Jim Butterworth, Georgia’s Adjutant General, put his signature to the association’s newly revised bylaws. Also present for signing (not pictured) was Brig. Gen. Joe Jarrard, Georgia’s Assistant Adjutant General – Army. Among those to witness the event are Sgt. Maj. Gladys Portwine, the association president (on Butterworth’s right) Command Sgt. Maj. James Nelson (on Butter-worth’s left), former Georgia Army Guard command sergeant major, and Command Sgt. Maj. Stringfield, who has replaced the retiring Nelson.According to Nelson, who retired in November as the Army Guard’s senior enlisted leader, council membership ratified changes to the group’s bylaws during the September Joint Senior Enlisted Conference. The council, which has existed for 13 years, came about in 1999 under then Adjutant General Maj. Gen. David Poythress, says Nelson. Its purpose, he explains, is to act as an advocate for the Army Guard’s enlisted ranks. The group also recommends policy, policy changes and assists in the implementation of policy affecting enlisted members. Portwine says the changes to the rules govern everything from membership on the council, to the makeup of its executive board, to the election and duties of its officers. Upgrading the bylaws, she adds, modernizes the way the council governs itself and what it does.“As the Georgia Army Guard’s senior-most enlisted leaders, it’s important that we – from time-to-time – pause, and take a look at our processes as an association,” Portwine said. “In this way, we better serve ourselves, as a group, our fellow Soldiers at all levels and the organization leadership as senior noncommissioned officers.”(Georgia National Guard photo by Sgt. 1st Class Roy Henry / Released) |
