説明 | 23 May 2012. Over recent years our waste collection systems have had a perverse effect. They implicitly encourage street dumping, especially next to litter bins. Of course, it doesn't help if the bin itself is stuffed full and people can't use it even of they want to.But full or not, a significant number of residents appear to view the bins as legitimate 'pick-up' points. In other words, locations where they can leave their waste at any time, confident that it will soon be cleared away. It's one part of what - for several years - I have called the "Third System". The first system - the main one - is where residents and businesses are expected to retain their waste until it is collected from their homes and business premises on fixed days and times. We ask them to sort it into recyclables and residual waste in separate containers. The second system is having locations where people can bring their waste. These are the Reuse & Recycling Centres, bottle and paper banks etc. Street litter bins are one part of the second system - though not intended as a substitute for domestic or trade waste collections.The third system is unofficial but not unusual. People dump stuff on the street; or down an alleyway; or on patches of land. As Haringey moves to fortnightly collections of residual waste, this established Third System pattern may have serious implications for overall street cleanliness. And it could work against the plan for a very substantial increase in recycling.___________________________________§ Aerial view of where I took this photo. |
