| 説明 | NORFOLK, Va. -- After realizing the water is too deep to mark the boundaries of a soon-to-be-built breakwater, Tim Woolard, a survey technician with the Norfolk District, U.S. Army Corps of Engineers, hands off his equipment to a fellow technician who is on shore, March 27, 2012. The new breakwater will protect a new oyster reef being constructed by the Corps of Engineers in partnership with Seatack Elementary’s fourth grade.
