| 説明 | A delegation from Delhi, India, visited with representatives from the U.S. Army Corps of Engineers and the City of Los Angeles to discuss the Los Angeles River, water management, flood risk reduction and benefits of local, state and federal partnerships Jan. 24. The visit arranged through the U.S. Army Corps of Engineers Pacific Ocean Division seeks to build and strengthen international cooperation with allies on various topics like water and share lessons learned. The Los Angeles River Ecosystem Restoration Project is one of four P3 pilot program projects across the Corps. The project has identified three separate elements spanning 11 miles from the northern edge of Griffith Park to Downtown LA. The public-private partnership is estimated to cost around $1.4 billion and includes water quality and recreation features. Public-private partnerships (P3s) are a tool that can accelerate delivery by providing significant upfront funding, leveraging appropriations while optimizing local participation, and promoting risk-sharing in project delivery. Utilizing P3s can streamline delivery, share the risk, and provide significant life-cycle cost savings. The Assistant Secretary of the Army for Civil Works directed USACE to establish a P3 pilot program with the goal of demonstrating the viability of new delivery methods that significantly reduce the cost and duration of project delivery. The Corps began channelization of the river in 1936 after a series of floods caused millions of dollars in damage and the loss of hundreds of lives. The delegation also visited other areas throughout Los Angeles to discuss urbanization, ecosystem restoration projects, the 2028 Olympics, and downtown revitalization efforts. |
