説明 | The United States and partner delegations at the International Conference of the Red Cross and Red Crescent movement held a discussion of military law of war manuals as a key tool to disseminate international humanitarian law (IHL) effectively and to facilitate IHL implementation by their armed forces.“I think we all agree that international humanitarian law must be more than a set of treaty provisions that are negotiated at diplomatic conferences and that sit on a shelf in a bound volume. International humanitarian law must be used as effective, real-time guidance for the armed forces during military operations,” said Ambassador Andrew Bremberg, opening the conference. “Military IHL manuals are one of the tools that States have used to address these challenges, for both soldiers on the battlefields and at headquarters who are responsible for adhering to IHL in military operations.” Panelists shared best practices on publishing and updating military manuals and disseminating IHL to their armed forces, and described how they have taken advantage of digital technologies.
