| 説明 | The committee used the electoral cards to check whether or not people were from the village and so entitled to aid. An aid worker in Kiwanja told me that people who had tried to go back to work their fields were being robbed and whipped by soldiers. Soldiers were taking voter cards from farmers working their fields and only returning them once the farmers had sold their crops and brought the money back. We need to think about the implications of using voter cards to identify recipients of aid. |
