| 説明 | 'Ethnic' tensions arose in the 1990's. The local population had started to reject the Sudanese refugees, the Anuak as well as the local Nuer community. The first reason was a wide frustration: during the communist regime, the Sudanese SPLA (the guerilla movement) seized the effective power on the region. But after the fall of the regime, the new ethnic federal regime forgot about Gambella (its development projects were too much related to the previous regime). Nothing went better and everything went worst. According to its policy of decentralisation and ethnic empowerment, the new regime gave more political space to the local communities. What for? The local communities were virtually empowered but, they had no administrative or economical power. Their frustration increased. It turned to anger. And they turned their anger against the 'foreigners' i.e refugees or highlanders. Tensions rose and turned to violence... until the massive killings of 2003.Is the ethnic violence the result of a naive policy of ethnicity? Is ethnicity the result of a cynical policy of violence?
