| 説明 | Proposed by the ALDE Group, the Democratic Governance Pact (DGP) should become for Democracy, the Rule of Law and Fundamental Rights, what the Stability and Growth Pact is to the Eurozone. Analogous to the Stability and Growth instruments, the Pact has a "semester" mechanism for annual monitoring of Democracy, the Rule of Law and Fundamental Rights. This mechanism has preventive and corrective measures, and establishes a more gradual and automatic response in order to ensure better compliance with Article 2 of the Treaty of the European Union and the EU Charter of Fundamental Rights.The event will allow key stakeholders, representatives from all EU institutions, experts in the field of fundamental rights, as well as civil society organisations to further discuss the DGP and explore possible avenues to implement this instrument aiming at strengthening Democracy, the Rule of Law and Fundamental Rights in the EU. The seminar will also be the occasion to have a detailed look at the situation of fundamental rights in several Member States. With the presentation of an EU's first draft Scoreboard for Democracy, Rule of Law and Fundamental Rights the DGP allows a country-by-country assessment and a discussion based on a set of common fundamental rights indicators. |
