Ozdiller Supermarket 467-469A High Road, Tottenham N17 6QB.Along High Road Tottenham near Bruce Grove our pavements are narrow and many shops now display or store goods outside.Sometimes, the space used is part of the freehold of the business's premises. This can happen where the site of a retail store was originally part of a residential property. For example at some point in the past a house with a front yard or garden may have had a front addition added, replacing part of the garden with a commercial shop. On the other hand, if a front addition was built up to the limit of the pavement/highway then the land outside a shop's doors and facade remains public highway and is not part of the private commercial property. Which raises the question of whether or not traders should be extending their displays onto the footway - actually public highway. Including adding temporary signs.In the photo above, this store - as well as extending its display onto what appears to be public footway - has recently built a permanent canopy over the pavement. This replaced the previous traditional striped awnings. Each of these extensions might potentially lead to legal rights being claimed by the trader/ freeholder. Especially if Haringey Council "sleeps on its rights" - as lawyers say - and takes no action.Haringey Streetscape Manual Haringey Council has a Policy of reducing what it terms "pavement clutter". This aim is part of the Council's Streetscape Manual which was launched in September 2003. [Note: I updated the blue link above on 27 December 2018. It hasn't and isn't.] The 2003 Manual was clear, comprehensive and illustrated with many photos and drawings. The Council's website set out the problems and its aim. "... it is recognised that some parts of the borough still suffer from street clutter and un-coordinated street furniture which does not result in a user friendly environment." "There are also places in Haringey where advertisement signs and goods provide obstacles for pedestrians using our footways. These are problems we want to eliminate and believe the Streetscape Manual will help achieve this."Like much else in Haringey Council the Manual has highly laudable aims. And in the years since its launch it has achieved some of them. But as you can see, in other key aspects it has failed. |
